LHC does not allow the user to start the chat, ask for department!

the client enters the chat, the system asks for a department but does not allow the user to select one.
it only shows an ad of "Please provide a department"
I have tried to modify the form of the chat and other environments, but I cannot really identify if it is a code error or a conflicting configuration.
both on the page and on the widget it reacts the same

the installation works in a subdomain, with ssl active, thinking it was an error because it was an old installation, I updated it to the latest published version, but the problem persisted.

Especially those and make sure you do not have checked any of these.

Department settings
 Requires pre-filled department
 User can not change passed department.
