Department of canned messages

Hi,

I'd like to mention some issues about canned messages;

1) When I try to create a new canned message and save it says "Please choose a department!"

2) When I enter some letters (for example just space) in "Fallback message" and "HTML Snippet" fields I can save new canned message but department name doesn't appear in the list.

Additional info, I've upgraded LHC to v3.80 but this issue was exist several versions ago as well.
