In case , we can choose any online or offline departments from the pre-chat form.
When I choose a offline department and submit the pre-chat form
how to auto send an email for notifications after submitted pre-chat form to an offline department
and the email content should be very similar to offline form email.

usually email are sent if you allow offline form, i believe if this is disabled you cannot be notified.
I am not sure to have fully understand your request.
If leave offline message is active an email should be sent when an offline message is leaved.

for online form, if we select a department that is offline and submit the online form
can we send an email to that department?

umh... have you tried to do this?
When a department is offline and a message leaved an email to the department should be sent, if this is not happing maybe is some settings you have.
Let me know.
