Chat Widget on my web doesn't show proactive messages

Proactive messages on front page widget doesn't show up. I feel it happens when multiple users login to the chat tool.

I use the latest version 2.53

This seems to be a BUG and I was able to see also in the demo website (not today)
I have seen this issue on those days but I was wait to be sure that's was a bug.

Today on the live helper chat website I AM unable to see the issue again.
