Hello, I want to apply css style to the widget.

specifically:

[== CSS ==]
div.message-row.response {
background-color: #fff;
     border-bottom: #ccc 1px dashed !important;
}

div.message-admin {
background-color: #fff;
     border-bottom: #ccc 1px dashed !important;
}

Which css file should I edit?

I have edited .../design/defaulttheme/css/app.css but the changes do not apply.

Hi and welcome. Before edit LHC file I suggest to learn how LHC works and also look at the official documentation.
In the documentation you can find that in settings you can create widget template and add cas also edit of code should not be done in default design but custom design. Please see the documentation. Commercial support are available.

You can go in settings, live help configuration (tab), widget themes.
Here you can create a new theme or edit existing one and you have space for CSS.
