First things: you can use just one Live helper chat installation for multiple websites:
How do I configure LHC to have different operators and widgets for different domains?
How to disable operators open already accepted chats from their departments?
You just have to delete "allowopenremotechat" "Allow user to open other users chats from same department" from operators role. Operator has to logout and login again.
Also, to operator has to be assigned explicity departments. If to operator is assigned all departments he still be able to open a chat. Also if user was the first who accepted he still be able to chat.
If you do not want operator can see all pending chat, not only from his department you have to uncheck the relative option in the operator profile "Pending Chats" TAB.
