I would like to do that every time a user accesses the site comes the message that can chat directly with us

Hi,
the green "cloud" with the operator picture is called tooltip.

As from what I know you can set the tooltip to show again after 1 hours since was closed by the user or since user has started a chat.
This limitation of minimum 1 hours is for do not invasive in the screen of the user. You can customize this interval by going on the settings, chat configuration, Online tracking -> Need help tooltip timeout, after how many hours show again tooltip?
