SendNotice also to offline user

I wonder if it is possible to send a notice to a user that maybe is offline.
I've been reading xml integration but just allow to sendnotice to an online user.

Hi Patrick,
sorry I AM unable to understand your question.
You can set a department for alert you by email of every chat.

Please be more specific when you wrote a post or maybe you will not have replies.

Sorry! i see that my question is incorrect.

trying again

I want to send message to a user registered in the system but from other application. I see that there is a xml integration but i can only send message or notice to an user ( visitor ) that must be online. I want to send a message to a current user registered in the platform but like i was a visitor from other application.

Is it possible?

I'm going to use it to send notifications from other app to this system.
