Before I go about reinventing the wheel

I was thinking it would be interesting to be able to do the following

Send someone an email with a embedded link that was "would you like to talk to me directly?"

When clicked it opened up a pop up like chat box independent of a browser that one could open a conversation with.

it would also be good if the "popup box" could be moved around the screen

Now before i start down the path to 1. see if its possible then 2. create it ......

has anyone already done something like this or similar with livechathelper ?
