Pro active chat invitations

I have this setup and have a friend testing it, but it never displays initially.  The 2nd message shows if you return to the site or refresh the browser.

The initial 1st message never shows within 60 seconds. Your site works. I have it setup with the following params:

Time on Site in seconds: 60
Pageviews: 0
How many times shown invitation: 0

How do I get it to show up the initial 60 seconds?
Does it work by cookie or by IP address uniquely so I know how to test it? Seems that on the same IP it will not show up anymore.

This is a great customer service element.

It just worked when I left the first page I was originally on. How do I get it to pop up initially without another page click. I do have Pageviews = 0, so I assumed it would just show up initially after the 60 seconds expired.
