always show tool tip

The tooptip is a great feature, is there a way to always show it?
I found this option
Need help tooltip timeout, after how many hours show again tooltip?

but using 0 or blank as its value doesnt seem to work.

Hi,

Yes zero should not work in any case. You can fill github feature request naming it "if zero show tooltip for every new session."
