Browser Offer not allowing more than one?

Hi,

I have setup two browser offers for one site. One to go off right when the customer comes to the site and the other one should go off 15 seconds later.
I set the html code to 'Show different offers for the same user' but still not working.

Am I not doing the proper settings?
