Roles listed but do not work

This may be a bit technical but i find the following roles not functioning

User edit his own data - This seem not to work on its own - Its either you cant edit own user data at all or you end up editing every user's  data listed (even those not in your department)

If i am not an admin and but allowed to add user and assign them to a group ,its funny that i can add user to become an admin (should the users i a dd be restricted to the level of my roles and groups) Example if i create 2 departments and i want my 2 managers to manage there own departments - There a re no rules/roles that make it possible for each manager to only see his listed users only in his department only and manage those ones only - They can temper with other department users and assign them roles of an admin

Ilike the chat but it does not configure to a business structure of assigning managers to manage their own respective users only , departments only and assign them roles of their same level or lower
