Can't get normal user to receive Alert

If I login as Admin, an alert sounds when a new chat is created by a website visitor
If I create a normal user, they do not get an alert.
Note: The "Request Notification Permission" is not doing anything when I click it. Is it supposed to so something? Like some success message? Maybe this is the issue.

Ok forget this... I missed the "Permissions" page completely. I have assigned Chat permissions to the group, and they now get alerts.
