Sorry, but here i see it. Once shown there is timeout after how long it should be shown again. For testing purposes you can just clear cookies once you close it.

ok i can see it .

when i open pop up chat i see "Fill out this form to start a chat"
how can i change this text via theme

Sorry, at the moment is not possible edit the pop up text. This is not implemented yet and i don't know if will be but maybe should be implemented.
