Assigned functions(edituser)
Now, there are 2 roles.
Admin, Sales Admin
After assigned the "edituser" function to Sales Admin.
How to set the Sales Admin cannot edit the Admin?
It is like setting the roles priority.

Try to install fresh copy and see what permissions has operators role.
