I been blowing out my mind over 3 hours over this... I have all the settings setup as you had described in your explaination for http://livehelperchat.com/openfire-pidg … -363a.html
I created a XMPP account over at jabber.iits.com and when i do a Send TEST to my GMAIL account i get notification and everything perfectly fine with the test message.
However, even after double tripple and quadruple checking my settings under the Department and made sure that its set to send notifications through XMPP to my GMAIL account as the receipent for incoming chat i NEVER get a notification of a new chat request.
I'm completely stumped since the Send Test works perfectly fine, but when I get new chat request i never get the notification. Any thoughts?

Here just all works. So it's issue with your configuration...

Apparently It was some issue with the Cache or something. I went and hit the [Clean Cache] and then All i did was uncheck the box for "XMPP Messages" under the Edit Department hit [Update] then went and checked the box again, then hit [Update] and it started working.
