Chat tooltip must shown when ever page refresh

Tooltip disappear when I click on it,when I refresh page I cant see it again,How I can get in every page?

after how many hours show again tooltip,doesnt work in my case

Sorry, but not possible. Unless you can try to experiment with some values like 0, or 0.00001 or just negative. Really no ideas does any of them will work.
