Minimum 5.3 PHP still no after upgrading to 5.3/5.4

The website in question uses GoDaddy, so I've been using their PHP update option.

After the update (and plenty of time has elapsed to make the update go through) I still get the error message on lhc_web that I do not have a minimum of php 5.3

I'm trying to reinstall lhc onto the website to see if that works

Does anyone have any advice?
