Need help Tooltip - delay not working

I use V4.08 and the "Need help"-Tooltip pops up immediately, although 30 sec are adjusted.
Does anyone else have this problem or is it working in general?
Any idea?

Are you able to reproduce?
Please test if the issue is present on the demo also on browser incognito mode.
