Widget doesn't open proactively unless the time on site in secocnds 0

Hello,

I was testing manual chat invitation and then proactive chat invitations.
I basically want the widget to be open fully to show the visitors.
Whereas, the manual chat invitation will only show on tool tip and not on full widget.

Then, the proactive chat shows full widget open only if the time on site is set as '0'
My concern is what if I want to send an invite after few seconds... which is not working at the moment.

can you guide me through if there are any more hidden settings or is this just a bug in current version.
