Is there a way for the visitor to see a list of available operators and initiate a chat with one of them?

In short for no. But you can have this behaviour.
1. Using chat api to generate custom status infoboxes.http://livehelperchat.com/how-to-use-chat-api-module-206a.html
2. Assign each user to separate department. Let say you can even can name department by your operator name.
You can always prefill github feature request with detailed requirements if this requirement is essential to you.
