Is it possible firstly enable sound about new messages from the operator(index.php)

Go to  -> System configuration -> Synchronization and sound settings

And check
"Play a sound on a new message for a front end user" so sound will be played by default for front end visitor.

thanks for the replay. This is already ticked in Synchronization and sound settings. The sound is off when it comes the first time chat. Notification goes only if we turn on the sound

Sorry, but here all works. Try incognito window after changing the settings.
