"Limitation" field in roles functions edit

Hi,
There's something unclear about "limitation" field in roles function page.
It receives an empty text, but not sure what it's duty.

I'm trying to change "Administrator" roles, make some exceptions to "All modules, with all functions" and remove only "delete user" function from lh_user module.
Is it possible? Or should I remove the "All modules, all functions" policy, and add all roles manually with "delete user" unset manually?

Limitation it's just for extensions, regular users don't need it.
If you want't do not allow someone to delete users they just should not have this permission "delete user". There is no capabilities like give all permissions and disable delete. Permissions always give permissions
