2. how is active chat works? How can I set permission to view his/her own active chats from dashboard and chatlist ?

is not yet implemented. You can add to the GitHub discussion if you want.
Regarding your second question you can set the dashboard on settings, live help configuration (tab), chat configuration, misc (tab)
