Assigning Roles will not Save on upgrade or fresh install

Just upgraded to latest version and followed all steps, created some new users and now when I check off roles and update them they are not saving when I go back to edit them they are unchecked.

So, I did a fresh install with a new database, and I am having the same issue, every time I check off roles to be added to a group they do not save.

About the issue you are experiencing you can try to enable debug than reproduce the issue and see if there are some logs.

Check also your server error logs. If you have a VPS or a dedicated server a restart can help.
Try also to see if you are able to reproduce the issue on the demo.
