Installing livehelperchat
I've put the livehelperchat folder in D:\xampp Where my xampp server is running and I have allowed the public write rights for the cache folder inside /lhc_web/ but is see only a blan page with the following title:Fill out this form to start a chat
Any suggestions

I had the same problem on my local VirtualBox LEMP stack.And your suggested url gave the install screen, so now it works.
Though it did not work when I tried to run it as subfolder of Wordpress install, wordpress was taking over and giving 404 for your path.But when I set up separate local domain - it had same problem, but your url fixed it.
Not sure if I explained it, but maybe it will give some hints...
