Triaging Mechanism

Hi
I would like to create a triage mechanism to direct users appropriately to the right operator.

An example would be:

Click on start chat form
Given 3 options - each option then links to either a webpage OR opens up information within the chat window, then if the users query is answered  i want to give them the option to chat to an operator.

Any help please?
