unable to configure XMPP

hi i am not able to configure xmpp.
it always says Could not connect before timeout.

please give me details about following fields

1. Where you are trying to connect google? http://livehelperchat.com/obtaining-oauth-2.0-client-id-and-client-secret-for-xmpp-support-225a.html
2. As for Could not connect before timeout. 99% probability that your hosting provider does not allow connections to remote servers.
