There is atleast two to solve this,
1. During widget generation is option to hide widget if all operators are offline.
2. Show leave a message form if all operators are offline.
So it's up to you what to choose

P.s there is third option, setup autoresponder. Which would tell that all operators are offline and asks to leave a message. Similar i have done on demo site
