CAN'T ADD USER

I fill out all information but on the main tab HomeSystem configurationUsersNew user => account data the save but is not active, if i go to the next tab =>assigned departments and select one of the individual departments and click save I get the following error message:

You have to choose one of required groups!

but the group is already choosen!

I also created another group but it didn´t work!
