Problem with permissions on files created by livechathelper

This is my system:
UBUNTU 15.04
php 5.6.4
apache 2.4.10

I have set the permissions per the installation instructions.  The problem is that any file that is automatically created in lhc_web/cache/compiledtemplates/ only gets these permissions equivalent to 0600.

If I manually change the permissions on files it works good but problems start on any new file livehelperchat creates.  I think it could be something with the umask setting but have not been able to find where is is to be changed.

Please help.
