Task Bar app for clients

I would like my clients to click on a task bar icon on the desktop to start chatting, nor from a browser window. How do I go about it.

Sorry, but this does not make a sense. LHC is a web application and it needs a browser. The closes thing you can get just create shortcut to something like

I understand it would use some browser technology but i would like to hide the big screen and only have open the chat box on the desktop.

The end user is using our app on the desktop.
