Personal canned messages can't save - asking for department

When trying to create a personal canned message, the user is asked to select a department, which the from field does not exist, nor the user has permission to change. As they are creating a canned message for themself, why is it asking for a department, and how can the user save/ create the canned message?

Edit operators role and give permission to 'lhcannedmsg','see_global'

or update from master branch. I just have pushed a change which should help.
