When you do not have an online operator, the user fills out a form, where does this message go?

Are you talking about the offline form showed when the live chat is offline because no operator available?
If yes, the offline module does require the email of the visitor?

If is all affirmative an offline message should be sent by email to the department email address.
For be able to receive that message you should configure correctly the email setting (I suggest to configure a valid SMTP) on setting, mail settings. You can use the button test email for test.
